  •  

    Strong Condemnation: The Council strongly condemns the continued grave and systematic human rights violations by Syrian authorities, including arbitrary executions, excessive use of force, persecution of protesters and human rights defenders, and torture.

    Call to Cease Violence: The resolution calls upon Syrian authorities to immediately cease all acts of violence against the population and fully comply with international human rights law.

  •  

    Release of Detainees: It demands the immediate release of all prisoners of conscience and arbitrarily detained persons.

  •  

    Media and Communication Freedom: It urges authorities to allow independent media to operate without restrictions and to ensure access to the Internet and telecommunications.

  •  

    Establishment of a Commission of Inquiry: The Council decided to urgently dispatch an independent international commission of inquiry to investigate all alleged violations since March 2011 and identify those responsible to ensure accountability.

    Political Dialogue: It calls for a Syrian-led political process and an inclusive, credible national dialogue to address the legitimate aspirations of the Syrian people.

    In Favor: 33 states (including Jordan, Kuwait, Saudi Arabia, and the United States).

    Against: 4 states (China, Cuba, Ecuador, and the Russian Federation).
