Condemnation and Grave Violations
Deterioration of the Humanitarian Situation: The Council strongly condemns the continued grave deterioration of the human rights situation, the deliberate targeting of civilians, and indiscriminate killing in violation of international humanitarian law.
"Caesar" Evidence: The Council expresses its deepest concern about the evidence presented by "Caesar" in January 2014, including reports and testimonies regarding the torture and execution of persons incarcerated by the Syrian regime, underscoring the need to collect and preserve such evidence for future accountability efforts.
Terrorist Groups: The resolution strongly condemns the violations committed by terrorist groups, specifically the so-called Islamic State in Iraq and the Levant (ISIS), denouncing their crimes against civilians and minorities.
Use of Heavy Weaponry: It deplores the continued use of barrel bombs, aerial bombardment, and missiles by the regime, which has killed thousands of civilians and destroyed medical centers and schools.
Demands and Responsibilities
Immediate Cessation of Violence: It demands that all parties, particularly the Syrian authorities, immediately end all violence and violations and comply with their obligations under international law.
Release of Detainees: The Council calls for the immediate release of all persons arbitrarily detained, human rights activists, journalists, and kidnapped persons.
Accountability: It stresses the need to end impunity and ensure that all those responsible for violations that may amount to war crimes or crimes against humanity are held accountable.
Humanitarian Situation and Refugees
Access for Aid: The Council demands that the Syrian authorities facilitate immediate and safe access for humanitarian and medical relief through the most direct routes, including cross-border and cross-line operations.
Support for Neighboring Countries: It acknowledges the significant social and economic consequences faced by neighboring countries hosting large-scale refugee populations and urges the international community to provide urgent financial support and burden-sharing.
International Actions
Commission of Inquiry: It deplores the lack of cooperation by the Syrian authorities with the Independent International Commission of Inquiry and renews its call to grant it full and unconditional access throughout the country.
Political Solution: The Council reaffirms that the only sustainable solution is an inclusive, Syrian-led political process that meets the legitimate aspirations of the Syrian people.
