Condemnation and Observed Violations

    Condemnation of Systematic Violations: The Council strongly condemns the continued widespread and systematic violations of human rights and fundamental freedoms by the Syrian authorities.

    Nature of Crimes: Violations include the use of force against civilians, arbitrary executions, killing and persecution of protestors, human rights defenders, and journalists (both Syrian and foreign), as well as enforced disappearances, torture, and sexual violence, including against children.

    Use of Heavy Weaponry: The resolution deplores the regime's use of heavy artillery and tanks to attack residential areas in cities and towns, leading to thousands of deaths and widespread destruction.

The Humanitarian Crisis

    Deterioration of Living Conditions: The Council expresses grave concern over the lack of access to basic food, medicine, and fuel.

    Targeting the Medical Sector: The resolution notes threats and acts of violence against medical staff, patients, and facilities.

    Displacement and Refugees: Military actions forced tens of thousands of Syrians to flee their homes, creating a worsening humanitarian crisis.

    Support for Neighboring Countries: The Council acknowledges the growing burden on Syria's neighbors in hosting refugees and commits to providing necessary support.

Demands and Actions

    Immediate End to Violence: It calls upon the Syrian government to immediately put an end to all attacks against civilians and cease all violence.

    Access for Aid: The Council demands free and unimpeded access for the UN and humanitarian agencies to assess needs and deliver vital relief, especially in besieged areas like Homs, Dar'a, and Zabadani.

    Accountability: It stresses the importance of ensuring accountability and ending impunity for those responsible for violations that may amount to crimes against humanity.
