Condemnation and Observed Violations
Condemnation of Systematic Violence: The Council strongly condemns the continued widespread, systematic, and gross violations of human rights and fundamental freedoms by the Syrian authorities.

Access for Aid: The Council stresses the need to allow safe, unhindered, and full access for humanitarian and medical relief to all affected areas.
Support for Refugees: It acknowledges the burden on neighboring countries hosting Syrian refugees and urges the international community to provide the necessary support.
Accountability and International Actions
Support for the Kofi Annan Plan: The Council calls for the urgent and comprehensive implementation of the six-point proposal by Joint Special Envoy Kofi Annan without preconditions.
Commission of Inquiry: It regrets the non-cooperation of the Syrian Government with the commission and reiterates its demand to grant the commission immediate and full access to all Syrian territories.
Legal Accountability: The resolution emphasizes the need to end impunity and hold those responsible for gross violations accountable.
