Observed Violations and Condemnation
Strong Condemnation of Violations: The Council strongly condemns the continued widespread, systematic, and gross violations of human rights and fundamental freedoms by the Syrian authorities
. Nature of Violations: These violations include arbitrary executions, excessive use of force, killing and persecution of protesters, human rights defenders, and journalists, as well as arbitrary detention, enforced disappearances, and torture
. Targeting Vulnerable Groups: The resolution condemns sexual violence against civilians (including male detainees and children) and extensive violations of children's rights
. Obstruction of Medical Aid: The Council condemns the denial of medical assistance to the injured and the raiding of hospitals to abduct wounded protesters
. Crimes Against Humanity: The Council expressed profound concern over findings that these gross and systematic violations may amount to crimes against humanity

Demands for the Syrian Authorities
Immediate Cessation of Violence: The Council urges the Syrian government to protect its population, stop attacks against civilians, and end all violence
. Release of Detainees: It demands the immediate release of all prisoners of conscience and arbitrarily detained persons
. Accountability and Investigation: The authorities are urged to initiate prompt, independent, and impartial investigations to end impunity and ensure accountability
. Media Freedom and Humanitarian Access: The resolution calls for allowing independent media to operate without restrictions and ensuring safe, unhindered access for humanitarian and medical supplies

International Actions and Initiatives
Establishment of a Special Rapporteur: The Council decided to establish the mandate of a Special Rapporteur on the situation of human rights in Syria to monitor the situation and the implementation of recommendations
. Support for the League of Arab States: The Council commends and supports the efforts and the Plan of Action of the League of Arab States to reach a peaceful solution
. Cooperation with the OHCHR: The Syrian authorities are called upon to cooperate fully with the Office of the United Nations High Commissioner for Human Rights
